In Russia, the Internet has been installed in every second rural house - these figures are provided by the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation. Digital Divide Program

In 2014, federal law No. 9-FZ “On Communications” was amended, after which the Ministry of Telecom and Mass Communications developed a program for eliminating the digital divide - UCN. According to this program, in settlements with a population of 100 to 250 people, access points should appear for Internet access with a speed of 10 Mbit/s. Larger villages are not included in this program.

Under the UCN program, since 2014, Rostelecom has been installing special equipment for Internet access. It is called an access point and is a reinforced concrete support several meters high, onto which a special cabinet with a switch, Wi-Fi router and antennas is mounted. They provide all-round coverage of the access area within a radius of 100 meters.

If your village is included in the list of settlements under the UCN program, then you do not need to pay for connection. If your village is on the list of Rostelecom access points, write a request for connection through the official Rostelecom website or visit a company branch in person. By law, the application will be considered within 30 days.

Next, a technician will come to the address from the application, determine the level and quality of the signal at the place where the antenna is likely to be installed, and connect the equipment. If your home is not within the range of the access point, then you will be offered to lay communication lines to your home and buy equipment for connection. In total, this will cost 7,500 R - this is a fixed amount for equipment in our region.

If your home is located within a 100-meter coverage area of ​​the point, then you don’t have to pay anything for the Internet. And beyond this radius there is simply no Internet.



There is no access point in my village. At Rostelecom in the regional center of Gorshechny, I was offered to connect to the Internet via telephony. With this option, the future subscriber pays preparatory work from your pocket.

The technician warned that the speed would be no more than 3-5 Mbit/s. If you use a router, the speed will be half as much - it would not be enough even for a video call on Skype. I didn’t overpay for last century technology and gave up telephony.

Why is it difficult to bring Internet to a village?

On the way to the coveted Internet, I went through several types of torture: I tried different ways connection, fought with the inaction of the rural municipality, conducted fruitless negotiations with large providers in the region and personally communicated with each neighbor in the hope of persuading him to participate in solving the problem. It took me 3.5 years to do everything - I hope you are lucky and can do it faster.

Passivity of the administration. The administration of village councils rarely takes the initiative - to access the Internet they use telephony through office phones. Residents have to solve the problem of accessing the Internet on their own. The administrations have neither the means nor the control levers for this. IN best case scenario will allocate a site for an Internet provider tower or send a request to Rostelecom to connect the village.

To solve the problem with the help of the state, I came to an appointment with the head of the village administration. A personal meeting helps to clarify the attitude of local authorities towards Internet connection. At the reception I learned that at least they wouldn’t interfere with me. But an oral appeal will not help bring Internet to the village - officials need written appeals from residents.

The administration of your village may be more enterprising and offer to write a formal letter of application. Based on it, officials will be able to ask for additional funding and independently sign an agreement with the provider.

The government agency considers written requests from citizens within 30 days. Via form feedback On the website of the Ministry of Telecom and Mass Communications, I asked to install an access point in my village. I received a vague answer in which I was offered to connect to the Internet myself through Rostelecom or another provider. The reason for the refusal may be different: there is no access point, provider or budget.

After this answer, I wrote to the direct line prime minister Dmitry Medvedev on VKontakte. I was asked to write an official request, but I didn’t do it: I decided not to waste time, but to find a provider on my own and get the long-awaited Internet.




Provider failures. I followed the advice of the Ministry of Telecom and Mass Communications and turned to private providers. In the nearest city of Stary Oskol there are three large providers - Reinfocom, Netbaynet, Oskoltelecom. In a telephone conversation, I learned that not a single company is interested in the private sector, even in the city.

The manager of one of the companies shared that it is more profitable for a large provider to connect one entrance apartment building, and not a village outside the city.

Then I started looking for a company that connects private homes through radio access points. I found four and arranged a casting among them. One individual entrepreneur's license to provide services was revoked - I excluded him first. Another individual entrepreneur accepted payment only in cash at the city office - it would be inconvenient to pay bills. After telephone conversation With the heads of two other companies, I checked information about them on the Federal Tax Service website and the review website. I chose the company that had more positive reviews.

There is no one willing to connect to the Internet. Small providers are ready to install a radio access point in the village when there are at least 15 willing participants. Otherwise, the costs of installation and work will not be recouped. Convince the head of the village administration to help you tell the village residents about the possibility of connecting to the Internet. It was difficult for me to conduct telephone conversations with some of my fellow villagers. Some demanded guarantees, others immediately asked for a discount, and still others called me in the middle of the night with questions.

Calls regarding the advertisement began on the same day. I honestly explained the situation to potential subscribers: pre-registration is currently underway, we need to gather 20 willing participants. In addition, the timing of connection depends on the village administration - when they will allocate space for the installation of a tower and equipment. I always carried my phone and notebook with me. In the evening I entered information about those interested in Excel - it’s more convenient for me to keep records. Two weeks later, I collected the required minimum of clients, called the director of the company and arranged a meeting.



Search for a provider

Most urban providers refuse to work in rural areas because it is not profitable for them. I advise you to consider companies not only from the neighboring city, but also from the entire region.

Providers from neighboring areas can be considered if they have permission to work in yours. I purposefully looked for companies that offer to connect private homes to the Internet. I called only those who had information on their website about connecting to the Internet in the private sector.

In the register of Russian enterprises, I checked providers according to several criteria: the presence of a license to provide telematic communication services, the place of validity of the license, and the absence of a note on the liquidation of the company. If there are no arbitration proceedings and the registration period is more than 3 years, I kept the provider’s contact.

Then I checked reviews on the selected provider’s social networks and on the review website. I also paid attention to the payment method: it is inconvenient to travel from the village to the city every month to pay for the Internet. Only payment for services via the Internet was suitable for me.

In Ukraine, this is usually the provider Ukrtelecom. It provides Internet using ADSL technology. If you have a telephone line and the provider provides access to the Internet, then this is probably the best option in terms of price/speed/quality. My friend has such internet.

But not everything is so good and simple. For example, in my village, there is no way to connect ADSL. Even if you have a landline phone. The provider talks about poor quality lines. There are many such cases. Therefore, residents of such villages use a different Internet connection, I will talk about this below.

If you have Internet via a regular phone and want to distribute it via Wi-Fi, then there is nothing difficult about it. Usually (probably at the request of the client), ADSL providers are now installing modems that can distribute Wi-Fi.

If you have an ADSL modem without Wi-Fi, then you can simply buy a Wi-Fi router and connect it with a cable to the modem (the connection diagram will be approximately as in instructions), and connect your devices via Wi-Fi within a radius of the house, or even not far outside the house (in the yard).

Internet via USB modem (3G, 4G) and Wi-Fi distribution

If there is usually no cable Internet, and there is no way to connect ADSL (or no desire), then use wireless GPRS, 3G, or 4G Internet. In my village, almost everyone who has the Internet uses 3G (CDMA) from Intertelecom. I also have the same Internet. It doesn’t have to be Intertelecom; there is also wireless Ukrtelecom, PEOPLEnet, MTS, CDMA Ukraine and others.

Russia has its own providers. We will not talk about the pros and cons of each provider. If you choose, then see which provider has the best coverage in your region (you can ask support, or look at the coverage map on the provider’s website), and then look at the prices for paying for the Internet and equipment.

In my region, for example, the best option is Intertelecom. Plus, word of mouth 🙂 Well, you know what I mean, this is a village, everyone there knows what kind of Internet you have, etc.

There are no particular difficulties when connecting to wireless Internet. We bought a modem, registered the connection, connected the modem to the computer, set it up and use it. Here is an example instruction: “ “.

But the problem is that a USB modem can only be connected to one computer or laptop. More precisely, the Internet can only work on one device at a time. If you have a laptop, you can try setting up Internet distribution via Wi-Fi using these instructions. Your laptop will take the Internet from a USB modem and distribute it to smartphones, tablets and other devices. But it’s not a fact that it will work out.

Previously, my TP-Link TL-MR3220 router worked according to this scheme (about setting which, read in article). But, unfortunately, it broke. And now, for almost a year now, in my private house, a router distributes the Internet. And I'm very pleased with it.

True, the speed that Intertelecom provides is not always pleasing. Judge for yourself: if you download something at 4-5 am, then the speed is 250-300 Kb/s. And for example in the evening, the speed is 30 Kb/s. Their base stations are very busy. Although, I am not a strong expert in this. Moreover, the price has recently been raised on all tariffs 🙁.

A few more ways

I probably won’t write much about satellite Internet. Since I’m not very into the subject myself. But, it is very expensive. There are expensive tariffs and equipment. If I'm wrong, please correct me, you can write your opinion in the comments.

As for GPRS/EDGE, these are already slightly outdated options. The speed there is very low. But, as an option, this method also needs to be considered. Now almost all mobile operators provide not very expensive Internet. And, you can use your phone as a modem by connecting it to your computer.

And if you have a modern smartphone, then most likely it has the ability to run an access point. What it is? You set up the Internet on your smartphone and launch the “Wi-Fi router” (as this function is called on HTC smartphones). Phone regular internet (from mobile operator) distributes via Wi-Fi. That is, your smartphone acts as a router. You can connect laptops, other phones, etc. to it. I will write more about this later.

Most the best way, connect the Internet to a private house in the village, it's ADSL (if possible), and a modem with Wi-Fi, or a simple modem + Wi-Fi router.

If there is no landline phone, or the provider does not allow you to connect ADSL Internet, then we look for a 3G/4G Internet provider, connect, buy a Wi-Fi router with support for USB modems, and configure Wi-Fi distribution in my house. When choosing a router, be very careful that it is “friendly” with your modem. I wrote about this in an article with tips on choosing, the link to which is above in the article. Or, buy a mobile Wi-Fi router with a built-in modem. But, it is not suitable for everyone. They have a shorter wireless network range and a limit on the number of connected devices (not all).

Now, in villages they are just beginning to actively connect to the Internet. And in a year or two, they will begin to actively organize wireless networks in their homes. So, my article should be useful.
