The first reports of “misunderstandings” began to arrive on January 2, and by January 3 it had already grown into a massive problem. On January 3, my friends were unable to pass the Zaitsevo checkpoint and, having frozen with their children in the queue at the checkpoint, and then in the queue to check their passports at the registry, they were forced to return back to Slavyansk. Other friends crossed the demarcation line before the New Year and are now wondering whether they will be able to return back after the holidays. Social networks are teeming with similar messages. It should be noted that it was those who faced problems for a long time did not cross the demarcation line, thereby not checking his personal “throughput”. These are mainly internal migrants who have been dreaming all year of kissing the walls of their home and hugging their family and friends during the New Year holidays. Those who regularly traveled along the “from – to” route did not notice any special problems. Judging by the public pages on social networks, the main difficulties were expected at the Zaitsevo checkpoint. Therefore, prompt private traders immediately found their bearings and transported them from Bakhmut to Donetsk through the fields, bypassing the checkpoint, for 450-500 hryvnia per person. Intermediary firms immediately became active, offering to speed up the process of adding to the database. At the Novotroitskoye checkpoint and the Maryinka checkpoint, the situation turned out to be simpler, and the border guards were more accommodating. Be that as it may, mere mortals do not have access to the database, and you don’t want to go at your own risk to a checkpoint in the cold, so we offer a number of ways to check whether you are in the “Register of Permits for the Movement of People in ATO Areas.” Method No. 1: you can call the coordination center at 318-05-08, 334-07-95 and clarify information about availability in the database by passport number and surname. But the rooms are most often occupied or unavailable. Therefore, method No. 2: try submitting a new electronic application. Step No. 3 “Submitting an application” Select the sector for which you want to receive a pass. If you intend to drive through several sectors, select several by holding down the "Ctrl" key. We proceed to the expanded form that appears to fill out the application. Outwardly everything is clear. But it has its own characteristics. Before filling out the fields for the first time, it is more convenient to collect basic information in a word file: it is easier to check errors in it, and besides, if the system “fails,” it will be enough to copy the information. All fields marked with an asterisk are required. The application must be submitted in Ukrainian. You don’t have to add scanned versions of documents - travel permission will be given without them. The server is overloaded, images are difficult to attach and only lead to the system freezing. Regarding the positions “Place of actual residence” and “Place of registration”: – if you are an internally displaced person: in the IFP you indicate the address from the IDP certificate, and in the MR – the registration address from the passport; – if the MFP and MR coincide, then check the appropriate box and fill in only the fields in the MFP; – if you are registered at one address, but live at another, then indicate the first address in the MFP, and the registration address from the passport in the MR. The SBU “scarecrowed” that based on the goals, the decision is made whether to give you permission to enter/exit or not. But over time, this position began to be viewed more simply. Many even indicate fictitious motives and also receive permission. As for the type of pass: reusable is issued for a period of 1 year, single-use is valid for 14 days with exit/entry to both sides of the contact line. Click "Dali". And then you get the answer to the question - are you in the database or not. 1) If you are registered, a notification will appear that “this series and passport number are already in the database”: The fact is that now they are being linked to passport data, and you can only apply for one person once. 2) If you are not in the electronic database, the system will skip further - that is, it will offer to complete the application process. And here the choice is yours - if you have a paper pass, you can log out of the system and wait, and suddenly the SBU will correct the situation in the coming days and add more data. A more reasonable option is to click the "Submit" button and complete the new application. First check to see if you have made any mistakes; in this case, use the “Koreguvat” button. The adjustment function continues while your application is being processed. You can use it through the “Application History” section. In the “Application Submission History” section, you also monitor further developments with your application. At first it will be indicated that it is “In preparation”, after about a week “Finished” will appear and a clarification: your permission will be registered within three days. This phrase will hang all the time. To find out the final verdict, click on the application number itself and go to the extended data. If at the end it only says “Completed”, then the path to obtaining an electronic permit is complete. As for the holders of paper passes, let’s hope that the SBU will eventually review the database and complete the promised process of automatic re-registration of permits to cross the demarcation line. And the long journey home will be made easier by solving at least one of the many problems.

Permission for entry and exit of citizens into the zone of Luhansk and Donetsk regions is a relatively new invention. This document is issued for a period of one year, which means that for many it is time to change or extend their permit in the summer. There are two ways to renew: through the official website of the Security Service of Ukraine and in person to the Coordination Center. This article will discuss both options for extending the service life of a document.

How to extend a pass to the ATO zone through the SBU website

It was through this electronic form that most citizens received their first passes. If you are one of them, then the whole procedure will be somewhat simpler. All data is stored in your personal account, you just need to go to the official website of the service using the link: https://urp.ssu.gov.ua, log in Personal Area and click on the big red “Resubmit” button. It appears if there are less than two months left before the pass expires.

If you are a new user in this network and have not yet used the services on the SBU website, then you must first register on the site.

  • Visit the link given above. Under the login form, select the blue link “P eestration."
  • Fill out the login form with your authentic personal data, mandatory ones include: your last name, first name and patronymic, phone number and email address, password. Don't forget to mark the line stating that you agree to the processing of personal data by checking the box.


  • After entering, check the box that says “I’m not a robot” and click on the green button “Z get arrested."

After these steps, you will have access to an application for electronic pass to the ATO zone.

Please note a number of important information:

  • Extension of any pass is possible no earlier than two months before the expiration date, and no later than ten days before it.
  • All requests for manipulation of your personal account must be processed by the Security Service of Ukraine within ten days.
  • The service has the right to refuse to issue you a pass for reasons it deems necessary.
  • If you did not have time to submit an application for renewal of the document, then you will have to re-issue the pass.
  • To obtain a pass you will need a passport or a foreign passport, a visa permanent place residence or a new passport, that is, an ID card.

How to extend a pass to the ATO through the Coordination Center

Receiving a pass or extending it through the CC will also take up to ten days from the date of application. After one year has passed from the date of receipt, you need to renew it immediately. You can do this through an electronic form on the website of the Security Service of Ukraine by clicking just one button.

In your application, do not forget to indicate the reasons for crossing the ATO zone; valid reasons include:

  • residence in the ATO zone of one of your family members,
  • performing consular and diplomatic functions,
  • death of a relative,
  • regular trips for the purpose of work, cultural, religious or educational activities,
  • right to real estate on the territory of the ATO,
  • inaccessibility of health and medical institutions at your place of residence, due to which you need to leave or enter the zone.

From March 1, checkpoints in Donbass switched to the spring work schedule - from 7:00 to 18:30. In this regard, the lawyer of the All-Ukrainian charitable foundation“Burning” Tatyana Otroshko gave an explanation of who has the right to cross the demarcation line without queuing.

Entry beyond the line. Allowed to citizens of Ukraine and foreigners upon presentation of identification documents and permission. When crossing in a vehicle, you need documents confirming ownership of this vehicle, or an original notarized power of attorney.

I can enter without queue:

  • disabled people of groups 1 and 2;
  • persons over 70 years of age;
  • women with obvious signs of pregnancy;
  • parents or guardians with children under 3 years of age, with supporting documents;
  • other persons for humanitarian needs: serious illness, going to a funeral, transporting the dead. Be sure to have supporting documents with you.

Permission to cross. You can obtain consent to the processing and storage of personal data in the information and telecommunications system, if there are grounds for obtaining.

Reasons:

  • intention to return to the territory of residence or enter the territory of residence of a family member;
  • location of the burial place of family members in uncontrolled or controlled territory, which is confirmed by relevant documents;
  • death of family members in uncontrolled or controlled territory, which is confirmed by relevant documents;
  • the presence of legal real estate located in uncontrolled or controlled territory;
  • participation in ensuring the national interests of Ukraine for the purpose of peaceful resolution of the conflict or on humanitarian issues;
  • performing diplomatic, consular and other functions, including within the framework of the activities of international organizations of which Ukraine is a member (exclusively upon application or agreement with the Ministry of Foreign Affairs);
  • the need to travel to uncontrolled or controlled territory due to labor activity, training, scientific activities, for cultural or religious reasons, for health improvement, accompanying a child to general education or preschool educational establishments etc.

How to get permission:

  • register on the SBU portal: https://urp.ssu.gov.ua/;
  • log in to the site by specifying the username and password that are sent to email after registration;
  • fill out a formalized application in Ukrainian on the website. Information about granting permission is automatically displayed on the applicant’s page in the SBU web portal;
  • wait 10 days. During this time, the data is checked by the SBU, the Ministry of Internal Affairs, the State Tax Service, the State Customs Service, the DFS, and the GPU.

If a child under 16 years of age crosses the contact line, his data is entered into a formalized application along with the data of those accompanying him.

The rules for crossing the contact line are regulated by the Temporary Procedure for Controlling the Movement of Persons, Vehicles and Cargoes (Goods) across the Contact Line within the Donetsk and Lugansk Regions.

It also became known today that permission to move in the ATO zone is valid for one year.

It is worth noting that the website of the Security Service of Ukraine, which on Monday, July 6, was launched for submitting applications for a pass across the demarcation line in Donbass, works with constant interruptions.

According to users, it is impossible to register on it to submit an application or check the availability of a ready-made pass in the registry. Moreover, many citizens were unable to figure out how to submit an application. For such cases, Donetsk journalist Larisa Lisnyak checked the functionality of the system. As noted on her Facebook page, the system works, but, as always, with nuances. “And, given that there are no instructions for using the site, then all the process is underway by trial and error. At the same time, the site is quite clear.”

For those having problems filling out the forms, the journalist has written detailed instructions.

Step 1. Registration

Working with the site is complicated by the fact that it crashes from time to time, data may be lost (but not always), and you will have to start all over again. Therefore, step one is to wait until the site is up and running.

Click “Registration” and go to the appropriate section.


Fill in the fields. It is possible in Russian, but given that the decision is made by the registrars of the Ukrainian department, it is better to fill out in Ukrainian. This is additional loyalty on your part.

Just an emphasis - the site does not yet have a “personal account” function, so it is impossible to change the entered personal data in the future.

We indicate a valid email address, since this is practically your only subsequent communication with the registrars. As for your phone number, you need to submit it in a format indicating the country (if the “Ukrainian” number, then “+38”), since if you have the Internet, the application can, in principle, be submitted from anywhere in the world. Enter several numbers at once, because see above - there is no “personal account”, and you won’t be able to add them later.

Important point- password. Immediately enter the normal one, and not, as always, “for testing” – 111111. You won’t be able to change the password in the future on your own either.

Click “Register” and check the specified email box. Almost instantly he receives a letter from the address [email protected]. It contains the login assigned to you on behalf of the SBU (a six-digit set of letters and numbers) and the password you created. It is noteworthy that the answer comes in Russian, we will consider this a mutual tolerant step on the part of the SBU.


If you have lost a letter with your login data, the main page has a function “Forgot your login or password?” But it’s not worth checking it purely out of curiosity. I checked - in the end, I received a new letter with [email protected]: the login remained the same (chaotic letters and numbers), but instead of my password, the SBU sent me its own version - no less chaotic letters and numbers. Although from a security point of view it is ok.

Step 2. Authorization

We return to the main page. Enter the login and password sent to you into the fields and click “Log In”. Going to the welcome page means everything is working correctly. The full name you provided during registration will be displayed in the upper right corner.


Click “Submit Application”.

Step 3. Submit an application

Select the sector for which you want to receive a pass (if you intend to travel through several sectors, a separate application must be submitted for each). Select the citizenship option.


Click “Next”. An extended form appears for you to fill out. Outwardly everything is clear. But it has its own characteristics.



When you fill out the fields for the first time, copy the answers into a separate word file. This will be useful to you if you don’t want to type the same thing dozens of times, since the system often crashes. All fields marked with an asterisk (*) are required.

Again, the application can be filled out in Russian. But in order to avoid guessing later, “maybe I was denied a pass because of my language,” write in Ukrainian, you won’t be mistaken.

The main problems begin when you try to upload images (photos, copies of documents). Images are accepted in two formats - .jpeg/.jpg and .png. The notes do not indicate either the size or the kilobyte “weight” of the download. Given my trial and error, take care to keep the images under 1 Mb. All necessary photos and it’s unlikely to be possible to download scanversions in one sitting. If the image takes more than a minute to load, the system is frozen. You cannot cancel the download - there is no such function. It is impossible to go back a step - and there is no such function. Reloading the page takes you back to the main page. Enter your login and password again, and here it’s a “roulette” - either your previously entered data will be saved, or you will have to retype it (for this you need an archived word file).

More important nuance– the phrase that you can download all the images “for the sake of it.” But from experience: your “bazhanna” indicates how interested you are in obtaining a pass, that you have all the documents, at least scanned, etc. Therefore, so as not to torment yourself again in the future with the question - “maybe it’s because of me If you don’t have a photo of your passport, you were denied a pass” – upload all documents.

If you hesitate and stay on the page for more than five minutes, the chance of being “thrown out” from the system increases. You may not notice this: the photos simply won’t load, or you won’t progress further through the levels.

Pay special attention to the block “Meta and route of movement of people in the area of ​​the ATO.” Because based on it, the decision will be made whether to give you permission to enter/exit or not.


“Of course, ideally, confirm your goals with documents. For example, I indicated two routes and two goals: in connection with the work process (with a description of the enterprise and position), and also due to the fact that my son is studying at one of the Ukrainian universities, and I want to visit him. To confirm my intentions, I prepared 4 scanned versions of documents (certificate from my place of work, additional certificates, my son’s certificate as a temporary migrant and my son’s certificate of study at a university). But... It turned out that you can upload no more than two files. Therefore, advice: either combine several documents confirming the purpose of the trip into two files, or choose the two most important ones,” the journalist writes.

In the passport data section, you can currently only upload three files; the first two spreads and the registration page are required). If anything, during the process of filling out the form, you can delete already uploaded images and re-upload the ones you need instead. Click “Next”.

Step 4. Result

And if you still managed to fill out all the fields of the application and attach a photo (this may take several hours due to the constant “crash” of the system), then you will move to the next level. It should look like this:


I am not deluded by the statement that my “application will be examined with 10 dibs.” The last actual deadline for issuing paper certificates was two months. But the main thing is that I did it! And additional confirmation of this is the recording in the “Application History” section, where it is indicated that my application is being processed, the journalist writes.


However, no additional confirmations are sent by email. Therefore, if suddenly someone decides to “hack” the site or the database “disappears” by itself, then there is no evidence of filing an application. In this case, another piece of advice is to make screen versions of your steps.

There is no online consultant on the site, but for this there is a “Contacts” page with phone numbers and email addresses of all coordination centers.
