Types of passes to the center of Moscow:

What documents are required?

In order to obtain permission for the entry of freight transport into the Moscow Ring Road, Third Transport Ring, SK, you must provide:

  • OGRN certificate;
  • TIN certificate;
  • Charter of the enterprise;
  • car passport;
  • vehicle registration certificate;
  • car rental/leasing agreement (if any);
  • inspection certificate or diagnostic card;
  • driver's license (for each vehicle);
  • written consent of the driver to the processing of his data;
  • passport of the car owner (if it is registered to an individual);
  • documents that indicate the need to transport goods during the daytime.

In addition, documents submitted legal entities And individual entrepreneurs, must contain the following data:

  • the amount of cargo transported per 1 unit of truck per day (depending on the type of cargo, it can be measured in kilograms, cubic meters or pallets). This figure must be at least 80% of the load capacity vehicle;
  • frequency of transportation, which must be at least 4 times a month;
  • justification for the continuity of the supply cycle or the inadmissibility of unloading/loading a vehicle at night.

Due to the problem of congestion on Moscow roads and to improve the environmental situation, the city government approved restrictions on the entry of freight and transit vehicles.

The entry ban applies only to vehicles of a certain environmental class - below 2 or 3. Those who own a category B truck are advised to study the restrictions in the traffic rules for freight transport and make sure that the environmental class allows movement on the territory of Moscow, limited by the Moscow Ring Road. The rules for obtaining a pass are described in the regulations. To complete it, you need to collect a package of documents (copies): passport and PTS, certificate of vehicle ownership, registration document at the place of residence, inspection card, agreement for the right to own/use a parking space for trucks, request for a pass.

Conditions for entry into the capital

  1. From 6:00 to 22:00, trucks weighing more than 1 ton are prohibited from entering the Third Transport Ring (TTK);
  2. It is prohibited for all types of freight transport with a weight exceeding 12 tons to enter the Moscow Ring Road and the territory of Moscow. Restriction time frame – 6:00-22:00 hours;
  3. A ban on the entry of trucks weighing more than 12 tons on Friday, Saturday and Sunday, as well as on the eve of public holidays. Restriction time – 6:00-24:00 hours, period – May–October annually.

Exceptions

New freight traffic rules do not apply to transport utilities and energy, operational services with the corresponding badge on the body, tow trucks, postal services and those vehicles for which a pass has been issued.

Types of passes

  • SK ( Garden Ring road). Having received this pass, you can freely travel on vehicles with a carrying capacity of more than 1 ton in Moscow without restrictions around the clock.
  • TTK (Third Transport Ring). Gives freight vehicles with a carrying capacity of more than 1 ton the right to travel within the limits from the Moscow Ring Road to the SK, but without the right to enter the SK.
  • MKAD (Moscow Ring Road). Freight vehicles with a maximum weight of more than 12 tons can travel from the Moscow Ring Road to the Third Transport Ring without restrictions, but are not allowed to enter the Third Transport Ring.

Responsibility for violation

  1. Violations of the rules for entering the city are recorded by numerous cameras, and appropriate fines are imposed;
  2. The fine for violating the requirements of signs is 500 rubles. If violations are made regarding traffic permits in the city, the fine is 5,000 rubles;
  3. Regular failure to comply with the rules for the movement of freight transport may result in refusal to issue a pass or its extension.

The problem with congestion on Moscow roads has existed for a long time and every year the city government tries to different ways to resolve this issue. It was in order to relieve congestion on Moscow’s main city routes and to improve the city’s ecology that a decision was made in 2013 to reduce the entry of freight and transit vehicles into the Russian capital.

Since March of this year, the Decree of the City Government “On restricting the movement of freight vehicles in the city of Moscow and invalidating certain legal acts of the Moscow Government” has come into force.

Basic conditions for entering the city

From 6 a.m. to 10 p.m., trucks weighing more than 1 ton are prohibited from entering the Third Transport Ring.

From 6 a.m. to 10 p.m., all types of freight transport weighing more than 12 tons are prohibited from entering the Moscow Ring Road and the city.

From 6 am to 12 pm on Friday, Saturday and Sunday, and on the eve of holidays, all trucks weighing more than 12 tons are prohibited from entering the Moscow Ring Road. This condition is valid only in the period May–October, but every year.

Exceptions

The rules do not apply to special-purpose vehicles, for example, for emergency services that have the appropriate badge on the body, transport of public utilities and energy, postal, tow trucks, and those who have a pass.

To prevent drivers from getting confused about when and what transport they can use to enter the city in order to deliver or pick up cargo, appropriate traffic signs are located on the Moscow Ring Road.

Passes

At the same time, to be able to travel into the city, you must obtain a pass. There are two types: TTR and MKAD. Both types of passes give the right to move a truck within the Third Transport Ring to the Garden Ring, but not along the Garden Ring from 7 a.m. to 10 p.m. The second pass allows the movement of vehicles weighing more than 12 tons around the clock along the Moscow Ring Road to the Third Transport Ring. But from 7 am to 10 pm it is prohibited to travel on the Third Transport Ring.

In order to obtain them, you must familiarize yourself with the relevant regulations. This:

Let's give clear example. You have a cargo transport and want to return home, for which you need to enter the city and then stay in it for several days. To do this, you will need to collect a package of documents from: a copy of the PTS, a copy of the passport, a request for a pass, a copy of the certificate of vehicle ownership, a copy of the registration document at the place of residence, a copy of the technical inspection coupon and a copy of the contract for the right to own a place in the parking lot for trucks. I think some people are already aware, but many are still not. People come in new pickup trucks to park their vans and are shocked that it turns out that it will soon be impossible to drive into the center of Moscow.

So the question arises - is it possible to somehow prevent this, or is it already useless? Does it make sense to write to the authorities and on television?

The Department of Transport of the Moscow Government will close traffic for pickup trucks in almost the entire Eastern Administrative District this fall, and then in all others, Moskovsky Komsomolets reports. Cars with a permissible maximum weight of 2.5 tons will be able to drive only on the so-called cargo frame - it will first be implemented in the east of the capital, and then extended to other districts. “The struggle of the capital’s authorities with motorists is taking on increasingly perverted forms,” the publication believes.

As follows from a release published on the Department of Transport’s website, the department decided to ban cars such as the Mitsubishi L200, FordRanger, Nissan NP300, Nissan Navara, Mazda BT50, VW Amarok, Dodge RAM, SsangYong Actyon Sports and a number of others from moving around the city. The ban will affect all pickup trucks, including those coming from other regions. These vehicles with a permissible maximum weight of 2.5 tons will only be able to be driven on the so-called cargo frame - “sections of the road network along which through traffic of trucks will be allowed: MKAD, Third Ring Road, Garden Ring, radial outbound highways , large transport arteries and other streets connecting large cargo generation facilities, without infrastructural restrictions and, if possible, located at a sufficient distance from residential buildings."

The fine for violating the requirements of the cargo frame will be 5,000 rubles. And this means that the current owners of such cars will not only be able to drive them around the city, but even park in their yards, MK points out.

According to the publication, about 20 thousand pickup trucks are sold annually in Russia, with about 70% in Moscow. The dealers whom the publication tried to interview declined to make official comments, but admitted that this would be an extremely painful blow to their business.

The first stage of the cargo frame will be introduced in the Eastern Administrative District within the Moscow Ring Road in the fall of 2014. It will include about 86 streets, the largest of which are Entuziastov Highway, Shchelkovskoye Highway, B. Cherkizovskaya Street, Stromynka and Rusakovskaya Streets, a section of the North-Eastern Expressway, Budyonny Avenue, Yauza embankments, Okruzhnoy Passage. By the beginning of 2016, the cargo frame will cover all Moscow districts within the Moscow Ring Road.
