Renewing the appearance of Kharkov.

Strategic development of the city

In September 2015, he announced his intention to run again for the position of mayor from the Revival party. In addition, he headed the party lists of this political force in the city and regional councils.

Attempt on the life of Gennady Kernes.

In 2014, Kernes announced threats against him. In particular, he addressed the head of the Main Directorate in, as well as the heads of the regional SBU and prosecutor's office, stating that in Lately both he and he became a target for threats amid the ongoing political persecution. The Kharkov mayor suggested that the head of the Ministry of Internal Affairs, who previously held the position of head of the Kharkov regional state administration, could be behind all this.

On April 28, 2014, Kernes’s words about threats against him were confirmed - an attempt was made on the measure during a traditional jog. According to law enforcement officers, the incident happened around noon - a sniper shot at the mayor, moving along the Belgorod highway, with a 7.62 mm weapon. The assassination attempt, fortunately, did not end in death - Kernes received a very serious wound: the bullet went right through, piercing his liver and lung. The mayor was urgently taken to the hospital and operated on, but even after the operation the threat to his life did not pass, and doctors assessed Gennady Adolfovich’s condition as extremely serious. On the night of April 29, he was taken by plane to one of the hospitals, where local doctors took over the rehabilitation of the mayor.

Versions of the assassination attempt on Kernes.

There are several versions of who could ultimately benefit from the death of the Kharkov mayor. In particular, Kernes's closest associate, who also previously served as mayor of Kharkov, stated that the reason for the assassination attempt could have been a conflict between the mayor of the city and the new Ukrainian government.

Kernes himself later denied this version, saying that the attempt on his life could have been connected with his position regarding Kharkov. Indeed, having previously taken an active pro-Russian position, in February 2014 he decided to support the new one, and became an ardent opponent of the promotion of the so-called “Russian Spring,” which could thwart the plans of local separatists.

After the mayor recovered from his wound, he accused the head of the Kharkov Regional State Administration and Internal Affairs Arsen Avakov of involvement in the assassination attempt.

Kernes, prone to fraud, “guilty of a crime under Art. 143 part 2 of the Criminal Code of Ukraine" and sentenced him to 3 years of imprisonment "in a strict regime correctional labor colony with confiscation of all property that is his personal property." However, taking into account the fact that Kernes contributed to the investigation and was in pre-trial detention for more than two years, he was released.

Policy

In November 2004 he supported the Orange Revolution. He sharply condemned the actions of the then regional governor E.P. Kushnarev. Since 2010, after the appointment of Mikhail Dobkin to the position of Chairman of the Kharkov Regional Administration, Gennady Kernes has served as the acting mayor of Kharkov. In November, based on voting results, he was elected mayor of Kharkov by a small margin. At the beginning of December 2010 he took office.

Born on June 27, 1959 in Kharkov. Kharkov mayor since 2010. Gennady Kernes won his main opponent in the elections, leader of the regional organization of the Batkivshchyna party Arsen Avakov, with a margin of 0.6% of the votes.

Previously - Secretary of the Kharkov City Council (2006-2010), he first took this post in 2002, refusing the mandate of a deputy of the Verkhovna Rada of Ukraine, but a month later he was dismissed. Since 1998, he was elected three times as a deputy of the Kharkov City Council.

When asked about his hobby in 2003, Kernes replied that recently he had become interested in philosophy. “I like Confucius,” he explained. - “And if we take real time, I want to survive among the sharks.”

Assassination

On Monday, April 28, 2014, at around 12:00, an attempt was made on the life of the mayor of Kharkov, Gennady Kernes.

“The assassination attempt took place in the area of the Belgorod highway. The mayor was riding a bicycle at that time,” the message later added. The director of the Department of Information and Public Relations of the City Council, Yuriy Sidorenko, told reporters that, according to unconfirmed information, vital organs were not hit, the bullet went straight out, Interfax-Ukraine reports.

As of 13:50, Kernes underwent surgery. Professor Valery Boyko, who operated on Kernes, said that he had a serious condition, Ukrainian News reports. Boyko clarified that Kernes has a severe thoracoabdominal wound with damage chest and abdominal cavity, with bleeding and shock. According to the professor, the bleeding has stopped, and resuscitators are fighting shock.

In connection with the attempted murder of Kharkov mayor Gennady Kernes, criminal proceedings have been initiated under Part 2 of Art. 15 hours 1 tbsp. 115 of the Criminal Code of Ukraine (attempted intentional murder).

This is at least the fourth attempt on Kernes’s life. The most famous: the 2007 explosions near the building of the Kharkov City Executive Committee (Kernes’s companion, businessman Igor Yaldin, was wounded) and at the National Hotel. In the first case, district council deputy Oleg Medvedev was accused. Kernes personally released an audio recording of Medvedev’s alleged negotiations with the performer. The deputy was sentenced to 10 years in prison, but was released after 2.5 years.

But the power of the charge planted at the National Hotel was so low that some experts consider the assassination attempt to have been staged by Kernes himself.

“They were firecrackers.” I found the one who committed this crime. And he was even detained, but then released. Whose order? I don’t know how many attempts on Kernes’s life were real, and how many he organized himself,” former criminal investigation officer Vyacheslav Kartavykh told Vesti. - I personally can only talk about one real assassination attempt, in 1998, when I took down (detected - Author) a group of killers. They had real weapons and intentions. Kernes then had half an hour to live.”

Reference: Journalist Shimon Briman writes that a sniper bullet in the back of Gennady Kernes is a clear warning to all influential figures of the new Ukrainian government, Forbes reports.

According to the journalist, Kharkov, the largest metropolis in Eastern Ukraine, is, on the one hand, a Russian-speaking center, and on the other, a city where pro-Russian separatists were rebuffed throughout March-April.

Forbes writes that Gennady Kernes played a big role in this, although during the Maidan days he sided with Yanukovych.

“The miraculous transformation of Kernes is associated with the active “brain cleansing” that Igor Kolomoisky arranged for him in Geneva. From well-informed sources, the author heard a version according to which it was Kolomoisky who, on revolutionary Saturday, February 22, ordered Kernes by phone to immediately release Yulia Tymoshenko from Kharkov prison, that and it was done in a matter of minutes. It is quite possible that the same Kolomoisky agreed with the new authorities of the victorious Maidan that the Kharkov mayor would not be touched and would not be reminded of the “sins of the times of Yanukovych” - in exchange for a firm pro-Kiev position and the prevention of separatism,” - the journalist reports.

According to Briman, the attempt on Kernes’s life is similar to an attempted political assassination, but the factor of crime and opposition to separatism cannot be ruled out. “If we admit the “hand of Moscow” in this assassination attempt, wanting to punish the rebellious mayor of Kharkov, then this sniper shot is a “hello” and a warning to a completely different person - much more influential. This is a message to the governor of the Dnepropetrovsk region Igor Valerievich Kolomoisky, who with an iron fist keeps his region away from the Donetsk chaos of separatism, and who managed to make Vladimir Putin his personal enemy with one phrase about the “little schizophrenic,” says Briman.

On June 17, 2014, the Kharkov mayor returned to his homeland. Upon arrival in Kharkov, Kernes announced that he intended to control the case of the attempt on his life. Kernes believes that people in high positions in law enforcement agencies are involved in this case.

Business dossier

Kernes accumulated his initial capital by purchasing and selling stolen jewelry, and subsequently managed sewing workshop, conducted real estate transactions, participated in privatization. Sources of information note that in almost all commercial transactions Kernes uses finances of criminal origin. Has extensive connections, including international ones, among the criminal world.

Kernes and his circle of criminal elements actively penetrated the service sector of Kharkov.

Currently, he is the owner of the Central House of Life, the National Hotel, and a significant percentage of shares in the Metalist Hotel. At one time, most of the city real estate was acquired by Kernes with the direct participation in the transactions of V.G. Dulub, the former head of the City Property Fund. At the same time, Dulub introduced Kernes to the chairman of the Kharkov State Inspectorate Kushnarev E.P.

Obshchak

Funds from criminal groups in Donetsk and Dnepropetrovsk, as well as various criminal authorities in the Kharkov region, such as Zhuravlev E.A., nicknamed “Fixa,” were invested in Kernes’ business. During the 1998 election period, Kernes and Zhuravlev, through funds mass media created for themselves the image of honest businessmen who live primarily in the interests of the city (for example, in the magazine “Business Life”). According to law enforcement agencies, Kernes participates in the work of elected bodies with the aim of possibly lobbying decisions of various government and administrative bodies in favor of criminal structures.

There is information that when Kernes was elected as a deputy of the city council, some of the ballots were fraudulent and that he was “assisted” in the elections by another criminal authority (the late Batozsky S.S. - “Baton”).

Kernes was involved in the privatization of enterprises in the energy complex, bought up the debts of the trade enterprises of the Kharkovkhleb private enterprise, in order to subsequently receive the real estate of the entire enterprise in order to pay off these debts. He made the same attempt in relation to AP "Center" (former food trade of the Dzerzhinsky district) and demanded that its director B.A. Morozov. transfer a food base with refrigerated warehouses to pay off debts.

Kernes has his own interests in the gambling business together with such representatives of criminals as the aforementioned Zhuravlev (“Fixa”) Bodaprosty V.P. (“Spaniard”), Diment Yu.B. (“Diment”), Gurtova A.V. and etc.

This year, with the active opposition of Kernes and “his” deputies, the project for the construction of a solid waste landfill, financed by the European Bank for Reconstruction and Development, was rejected. As a result, Kharkov lost $20 million in preferential lending. According to information sources, instead of already finished project Kernes is lobbying for his own, completely unfinished project, which is much more expensive, and is expected to be financed from the city budget.

Him and his young team

Kernes finances the youth association “New Kharkov - New Opportunities”. From this association, Kernes is preparing a new generation of young politicians and officials devoted to him personally, whom he plans to place in key positions in the Kharkov region, and subsequently in the capital of Ukraine. Of these, sources know:

  • Chichetka Sergey Petrovich, born in 1979 (in 1999 he was under investigation on suspicion of forgery of documents);
  • Gerashchenko Anton Yurievich, born in 1979
  • Kopteva Olga Sergeevna, born 198O

Kernes also controls Sever Ltd. LLC. (legal address: Lenin Ave. 21, director Lebedev O.M.). In addition to Lebedev, the co-founders of this enterprise are V.S. Martyshko. and Murashko N.A.

Media mogul and parking attendant

At the beginning of 2000, Kernes became a co-owner of the Tonis Center TV and entertainment center of the Evening Kharkov newspaper, in which he sharply criticizes the work of the city authorities. Kernes - the initiator of the creation utility company"Municipal parking" (headed by Nekhoroshkov Roman Borisovich). Previously, this enterprise was under the jurisdiction of the State Traffic Inspectorate of the Ministry of Internal Affairs of Ukraine in the Kharkov region, and is currently controlled personally by Kernes. Private bussiness

It is known that Kernes’s second wife was Oksana Yurievna Gaisinskaya, the daughter of the Deputy Prosecutor General of Ukraine, former prosecutor of Kyiv Yuri Aleksandrovich Gaisinsky. According to some reports, Kernes and Gaisinskaya lived together for some time after the divorce. It was reported that in 2003, Kernes severely beat his ex-wife, as a result of which she was even hospitalized. However, she soon withdrew the previously filed statement of beating from the police, not wanting to testify as a victim in the case. The press reported the name of Kernes's first wife - Galina Sergeevna Privalova.

In January 2003, a resident of Kharkov, Oksana Yurievna Gaisinskaya, applied to the forensic medical examination. The woman was terribly beaten. The beating took place in public and fairly well-known people were involved.

As is clear from the forensic report, “the witness stated that on January 22, 2003, at about 19.00, in the premises of the National Hotel, Mr. Kernos (there is a typo in the text, the correct reading is “Kernes”) hit him on the head with some object and kicked him in the face , across the body, strangled the neck with his hand...”

Kernes schizophrenia

Registered for excitable type psychopathy

Kernes did not serve in the army. He was released from military service Soviet army based on Article 7-B (schizophrenia). Kernes himself commented on his liberation from military duty: “I heard that I have psychopathy, but I can’t say where this came from.” ,

Education

It was noted that Kernes received two higher educations: he graduated from the National Law Academy named after Yaroslav the Wise with a degree in jurisprudence (according to some sources, he received only an “incomplete higher” education) and the Kharkov State Economic University with a degree in public service. Received a master's degree civil service. Dates for graduating from universities and obtaining a degree were not reported.

Thimblerigger

In Kharkov, a city with a population of one million, “divorce of suckers” using the game of thimbles spread in the mid-80s. "Scammers" also appeared near the Start auto shop. Where can you milk people for money if not where they make big purchases? The cheating company with the participation of a certain “Gepa” made good money - in his own words, later recorded during the investigation, from 50 to 200 rubles daily. There was also the “breaking” of checks (there was a Soviet time such a currency substitute; You could use the checks to buy imported consumer goods online branded stores"Birch") “Gepa” himself was zealous, thrifty, and was a shareholder in the “Acceptor” cooperative, which specialized in sewing jackets. And in his free time from “breaking” checks and thieving, he earned extra money as a simple night watchman.

The gop company's appetites were growing. And citizens G. Kernes (aka “Gepa”), V. Koshel, V. Nits, V. Sheremet, N. Bezhenar, V. Dolgikh, who cheated gullible “suckers” under “Start”, fell into a larger-scale fraud - they began to “sell” non-existent cars, that is, they began to engage in banal “scammers”. Now the group began to practice beating particularly stubborn “clients”, extortion, and was even suspected of committing murders.

In April 1985, having learned that a certain A. Selin had money and a burning desire to purchase a Volga, Kernes, Dolgikh and Bezhenar offered him an “option”. They took 20 thousand rubles from the buyer on the spot, Kernes went to pay the seller of the car, but never returned. Celine was indignant and demanded that his money be returned, for which he was immediately beaten, and in his Zhiguli the scum broke the glass and pierced the slopes. Subsequently, the court did not find "Gepa" and the company guilty of hooliganism - the "brawl", allegedly, was only a consequence of mutual hostile relations.

Another unfortunate person fell for the bait when he bought checks from Kernes. 19,500 rubles disappeared. They later explained to him that the “huckster” seller was taken away by the police. Which, indeed, took Kernes out of the Spartak Hotel, where the “deal” took place. But the same police released him after a couple of hundred meters, and “Gepa” was like that... Then there was an arrest and investigation, which clarified the picture of the adventures of Gennady Kernes - “Gepa” as the organizer of criminal groups not only in Kharkov, but also in Kiev, Moscow , St. Petersburg, Odessa, Mariupol, Kaluga and Ryazan regions!

Three years in a maximum security penal colony

Subsequently, Kernes was allegedly involved in the purchase and sale of stolen jewelry, fraud and extortion, and in 1992, by the decision of the judicial panel for criminal cases of the Kharkov Regional Court, he was sentenced to three years of imprisonment "in a strict regime correctional labor colony with confiscation of all property that was his personal property." According to some sources, he was convicted of fraud and malicious hooliganism, according to other sources - for robbery. However, since Kernes assisted the investigation, and also taking into account the period spent in custody during the investigation (more than two years), court decision he was released from custody.

After leaving the pre-trial detention center, "Gepa" subjected to a radical revision of the former methods of enrichment: the same scope " financial transactions“was clearly rather weak, it was necessary to start something on a larger scale. The savings from thimbles, scammers and a share in the cooperative, it must be understood, were preserved and were multiplied by friends and accomplices who remained at large. And he became, now not “Hepa”, but Gennady Adolfovich Kernes, a banker, bought shares of the Kharkov NPK-Bank. At the same time, he was actively engaged in privatization. Fortunately, there were enough opportunities for this, since Valentin Dulub, the head of the representative office of the State Property Fund of Kharkov, was also a friend at that time. friendly relations contributed to the privatization of Gepa's most desirable objects located in the city center: the Central household service center, the Central grocery store, and the Central consignment store.

Data were also published that Kernes had two convictions: for the first time he was allegedly convicted for what was later called “entrepreneurial activity.”

"Hepa" and gas

All large fortunes in Ukraine were made from gas trading. And Kernes became deputy director of the Kharkov branch of the Trading House Gas of Ukraine. According to the audit report for 1999, strange things began to happen there. Although the branch had its own legal department, they entrusted the business to the company Inyurpolis, for which they paid 30,000 hryvnia plus an advance of 150 thousand for resolving issues with Kharkovgorgaz. An unheard-of generosity fee for Kharkov - legal in the late 90s! It is worth noting that Inyurpolis belonged to Kharkov resident Stepan Gavrish. Another branch of Gaz of Ukraine tried to buy computers from the LLC. "Ukrnedraresurs", which was led by the husband of the notorious Valentina Goshovskaya, also a people's deputy. Evil tongues claim that the appearance of the "jeep" was the son of the Goshovsky couple. amazingly coincided with the non-refund of 709 thousand hryvnia of the advance payment from Gas of Ukraine for these same computers. And Gennady Adolfovich himself spent government money as if it were his own, he spoke in official cell phone 2942 hryvnia only for August 1999, plus I actively used the halls of official delegations on business trips, which included instructions and regulations not provided.

Significance and usefulness of the mandate

In the mid-90s, criminals suddenly realized the importance and benefits of holding a deputy mandate. Gepa's competitor Evgeniy Nazarov was methodically "unlucky": his trusted representatives were regularly beaten by unknown persons. Until Evgeniy Aleksandrovich talked with “Gepa” and warned him “humanly” about certain possible consequences. After which “Gepa” moderated its ardor, concentrating on pleasing voters with all kinds of charity. The most interesting thing is that no one understood who nominated Gennady Adolfovich. In one protocol he was listed as a self-nominated candidate, but it turned out that he did not live or work in the district. Then another protocol was born - from the city organization of the NDP. Attempts by the city election commission to find out through the court which protocol to believe did not yield any results. Only the candidate’s place of work did not arouse suspicion - director of the Institute of Self-Government and Public Relations LLC, the think tank of the Gepa business empire. By the way, the income declaration of the applicant for a deputy mandate also looked rather strange: the total income for 1997 amounted to as much as 33,830.01 hryvnia. Of these, dividends are 32,030.01. Doesn't have cars.

Subsequently, Kernes was twice re-elected as a deputy of the Kharkov City Council. Some observers suggested that Kernes participated “in the work of elected bodies in order to obtain parliamentary immunity and the ability to lobby decisions of various government and administrative bodies in favor of criminal structures.”

In March 2002, Kernes took part in the elections of people's deputies of Ukraine from the bloc of political parties "For a United Ukraine". However, he did not work in the Verkhovna Rada - in April 2002 he was first elected secretary of the Kharkov City Council. He stayed in this post for only a month: in May, members of the City Council deprived Kernes of this status. The initiator of his resignation was the mayor Vladimir Shumilkin, who had previously recommended Kernes for appointment to this post. According to the mayor, between him and the secretary there were “insurmountable differences regarding the forms and methods of work of the City Council.” In the same year, Kernes again took the position of president of NPK-Holding.

In 2002, during election campaign in the Verkhovna Rada, Kernes supported Mikhail Dobkin, another deputy of the Kharkov City Council. Dobkin himself emphasized that he and Kernes “never had a joint business,” and they were connected “only by social and political projects.” However, observers directly linked the “successes of the Dobkin family’s business” with the name of Kernes.

Having a certain authority among the deputies of the Kharkov City Council, after the 2002 elections, Kernes intends to strengthen his influence in this body by creating a powerful deputy group of young, energetic, business people whom he will help win the elections and who will be indebted to Kernes. Sources of information call one of these deputies Mikhail Markovich Dobkin, born in 1970. Kernes has a long-standing business relationship with his father, Mark Moiseevich Dobkin, a successful businessman in the oil and gas complex.

Valery Pravdin, the president of Evviva JSC, is also called “Deputy of Kernes”. Such deputies will help Kernes become a member of the executive committee of the city council and take the position of one of the deputy mayors, or chairman of one of the standing committees of the City Council.

Yanukovych's confidant

In 2004, during the presidential election campaign in Ukraine, Kernes supported Viktor Yanukovych (Dobkin was a confidant of this candidate). However, according to analysts, Kernes finally made his bet on the Party of Regions in 2005-2006, taking an active part in the election campaign of the “regional” Dobkin and heading his election headquarters. In March 2006, Dobkin was elected mayor of Kharkov, and in April Kernes was again elected secretary of the Kharkov City Council. Experts assumed that Kernes played the “role of a lightning rod” under Dobkin, and he looked like a “positive character” against his negative background.

Hunting for Gepa

Kernes was repeatedly the target of assassination attempts. So, in May 2004, an attempt was made to set fire to his car, and in October of the same year, another of his cars was blown up near Kernes’s house. In 2007, there were two attempts on his life: in January, near the Kharkov National Hotel, from which Kernes was leaving at that moment, an improvised explosive device was detonated, and in June, his Mercedes was blown up near the city council building (the secretary himself was not injured , however, his assistant was injured).

It was reported that representatives of law enforcement agencies did not take the explosion at the National seriously, as they were inclined to view it as an imitation of an assassination attempt. However, in December 2007, it became known that a criminal case had been opened against Oleg Medvedev, a deputy of the Moscow District Council from the Party of Regions, for organizing the assassination attempt on Kernes. At the same time, information appeared to explain the reason for the assassination attempt: it was reported that in the summer of 2006, Kernes and Dobkin allegedly organized an attack on Medvedev, whose nose and ears were cut off in the entrance of his own house. The media then reported that “the nature of the injuries forces us to assume that Medvedev was connected with criminal structures.” According to some reports, the reason for the attack on Medvedev was the supply of low-quality drugs to Dobkin.

Observers noted that by 2007, Dobkin and Kernes had personally turned their political opponents against themselves, who accused Kharkov leaders of “criminal abuse of power causing multimillion-dollar damage,” especially in the distribution of communal property and city land. Analysts drew an analogy between the situation in Kharkov and the situation in Kyiv, where there was a confrontation between deputies from BYuT and the city leadership - the mayor of the capital Leonid Chernovetsky and the secretary of the Kiev City Council Oles Dovgy. , .

“Misha, your face is boring, no one will give you money.”

Dobkin and Kernes are filming a party video (+16)

In 2007, shortly before early elections to the Verkhovna Rada of Ukraine, a scandalous video featuring Dobkin and Kernes was made public (originally shown on the Tribuna-TV channel, and later posted on the Internet on the YouTube video portal). The video was a video recording of working moments of Dobkin’s televised address to Kharkov residents in December 2005 and contained a large number of profanity(the mayor himself admitted the video was “partially edited”).

In 2007, attempts were made to achieve the expulsion of Kernes from the Party of Regions as harming the organization with his reputation. In particular, it was noted that the results of the Party of Regions in Kharkov at the elections to the Verkhovna Rada held on September 30, 2007 were not as high as the Regions wanted, which analysts associated specifically with the activities of Dobkin and Kernes. However, Kernes was not excluded. According to some reports, in the party he enjoyed the support of one of its leaders, the richest citizen of Ukraine Rinat Akhmetov.

Also in 2007, the topic of the possibility of holding early elections for the mayor in Kharkov began to be actively discussed. Analysts noted that they “will be based on criticism not so much of the current mayor” Dobkin, but of Kernes, since his anti-rating “among Kharkov voters and among local elites” is extremely high. In this regard, it was noted that if Kernes “really wants to weaken his opponents,” it is enough not to criticize them, but, on the contrary, “to demonstratively support them.”

On March 31, 2008, the court of the Kyiv district of Kharkov refused to initiate a criminal case against the Security Service of Ukraine in the Kharkov region for embezzlement of budget funds. officials Kharkov City Council. The next day it became known that the SBU department and the prosecutor's office of the Kharkov region, in turn, filed an appeal against the decision of the Kyiv court of Kharkov.

Elections 2010

In March 2010, Yanukovych, elected president Ukraine, appointed Dobkin as head of the Kharkov Regional State Administration. That same month, the Kharkov city council elected Kernes as acting mayor of Kharkov, retaining his post as secretary of the city council. By decision of the regional administration, Kernes was also included in the Kharkov regional committee for economic reforms. In September of the same year, the Party of Regions nominated Kernes as a candidate in the mayoral elections of Kharkov. On November 4, the Kharkov election commission declared Kernes the winner in the elections for the head of the city administration: he received 30.09 percent of the votes, beating his closest rival Arsen Avakov by only 0.63 percent of the votes. On November 24, Kernes officially took the oath of Kharkov mayor. On the same day, Alexander Novak was elected as the new secretary of the city council. ,

Golden shops of Kernes

"Golden" shops

The mayor of Kharkov, Gennady Kernes, stated that the benches at the Alekseevskaya metro station cost 288 thousand hryvnia.

This is stated in his letter sent to Ukrainskaya Pravda on Monday.

“The letter of approval is not a “confirmation of the price of the auction item,” as is expressly stated in the text,” the document says.

“This document only reflects information about how much the manufacturer would like to receive for its products. But this does not mean at all that the National Agency for EURO 2010 and the metro builders agreed with this price,” Kernes emphasized.

According to him, the only documents that answer the question of how much the benches for the Alekseevskaya metro station actually cost are the specifications for the contract and the invoice.

“They clearly indicate that the Kharkov Metro purchased not 10 benches for the amount of 630 thousand UAH, but 10 three-section designs of benches with increased wear resistance for a total amount of 288 thousand UAH,” the letter says.

The dirt on the politician itself

This biography of the State Attestation Committee (Gennady Adolfovich Kernes) October 27, 2010. A native and resident of Kharkov, incomplete higher education (part-time student of the commercial faculty of the National Law Academy), previously convicted. He is on the operational register of the Ministry of Internal Affairs (including the central office of the Ministry of Internal Affairs of Ukraine) as a criminal authority, known under the nickname Gepa, the founder of 14 commercial structures and a co-founder of 19, uses criminal funds in his business.

Kernes accumulated his initial capital by purchasing and selling stolen jewelry, and subsequently ran a sewing shop, conducted real estate transactions, and participated in privatization. Sources of information note that in almost all commercial transactions Kernes uses finances of criminal origin. He has extensive connections, including international ones, among the criminal world” (hereinafter, materials from the police lens on Gepa are highlighted in italics). Thimble scam, “breaking” checks and other scams In the mid-80s, the thimble scam flourished in the busiest places of Kharkov.

Scammers also appeared near the Start store. The gambling gang with the participation of a certain Gepa made quite a lot of money - in his own words, later recorded by the investigation, from 50 to 200 rubles daily. And there was also the “breaking” of checks (with Soviet power There was such a quasi-currency: with checks you could buy imported consumer goods in the Beryozka chain of branded stores). Gepa himself was thrifty, thrifty, and was a shareholder in the Acceptor cooperative, which specialized in sewing jackets. And in his free time from “breaking” checks and thieving, he worked part-time as a simple night watchman. The gop company's appetites were growing. And citizens G. Kernes, V. Koshel, V. Nits, V. Sheremet, N. Bezhenar, V. Dolgikh, who were breeding gullible suckers under “Start”, fell into a fraud on a larger scale - they began to “sell” non-existent cars, that is, they began a banal scammer. Now the group began to practice beating particularly stubborn “clients”, extortion, and was even suspected of committing murders. In April 1985, having learned that a certain A. Selin had money and a burning desire to buy a Volga, Kernes, Dolgikh and Bezhenar offered him an “option”.

They took 20 thousand rubles from the buyer on the spot, Kernes went to pay the seller of the car, but never returned. Celine was indignant and demanded that his money be returned, for which he was immediately beaten, and in his Zhiguli the scum broke the glass and pierced the slopes. Subsequently, the court did not find Gepa and the company guilty of hooliganism - the “brawl” was allegedly only a consequence of mutual hostile relations. Another unfortunate person fell for the bait when he bought checks from Kernes. 19,500 rubles disappeared. They later explained to him that the salesman was taken away by the police. Which really took Kernes out of the Spartak Hotel, where the “deal” took place. But the same police released him after a couple of hundred meters, and Gepa disappeared... Then there was an arrest and an investigation that clarified the picture of the adventures of Gennady Kernes - Gepa as the organizer of criminal groups not only in Kharkov, but also in Kiev, Moscow, St. Petersburg, Odessa , Mariupol, Kaluga and Ryazan regions! And what an organizer! “I never complained about my health and considered myself, however, as now, normal healthy person. Therefore, I quite calmly received a summons for a medical examination in connection with conscription for military service and believed that I would be called up.

However, I was unexpectedly sent to the 15th hospital for examination, and I spent about 10 days in the 15th department of the hospital. And after discharge, I was called to the military registration and enlistment office and, instead of conscription, was given a military ID with a note that I was exempt from service on the basis of Art. 7-B. But I don't know what this means. I heard that I have psychopathy, but I can’t say where they got it from,” Kernes later said during interrogation. However, in 1992, the Judicial Collegium for Criminal Cases of the Kharkov Regional Court found the “psychopath” G. A. Kernes, prone to fraud, “guilty of a crime under Art. 143 part 2 of the Criminal Code of Ukraine” and sentenced him to 3 years of imprisonment “in a strict regime correctional labor colony with confiscation of all property that was his personal property. During the investigation, citizen Kernes contributed to establishing the truth and repented.”

Taking into account the above, as well as the period spent in custody during the investigation (more than 2 years), the court released Gennady Kernes from custody. “Kernes and his circle of criminal elements actively penetrated the service sector of Kharkov. JSC NPK-Holding, headed by Kernes, is currently the owner of the Central House of Life, the National Hotel, and a significant percentage of shares in the Kharkov and Metalist hotels. Funds from criminal groups in Donetsk and Dnepropetrovsk, as well as various criminal authorities in the Kharkov region, such as E. A. Zhuravlev, nicknamed Fix, were invested in Kernes’ business. During the 1998 election period, Kernes and Zhuravlev, through the media, created an image of honest businessmen who live primarily in the interests of the city. According to law enforcement agencies, Kernes participates in the work of elected bodies in order to obtain parliamentary immunity and the opportunity to lobby decisions of various government and administrative bodies in favor of criminal structures. There is information that when Kernes was elected as a deputy of the city council in 1998, some of the ballots were fraudulent and that he was “assisted” in the elections by another criminal authority (now deceased) Batozsky S.S. - Baton.

Upon leaving the pre-trial detention center, Gepa radically revised his former methods of enrichment: the previous scope of “financial transactions” was clearly too weak; it was necessary to start something on a larger scale. The savings from thimbles, scammers and shares in the cooperative, it must be understood, were preserved and were multiplied by friends and accomplices who remained free. And he became, now not Gepa, but Gennady Adolfovich Kernes, a banker, having bought shares of the Kharkov NPK-Bank. At the same time, he was actively involved in privatization. Gepa almost killed his wife. The history of the privatization of the Central consignment store is indicative. The workers of the second-hand shop were privatized independently and became joint stock company. This is where Kernes appeared. He began to please in every possible way, promising mountains of gold in exchange for shares. And when I got what I wanted, I forgot to pay people. This store is now called Shopping center“Come il faut” and belongs to Kernes’s ex-wife Oksana (nee Gaysinskaya, yes, the daughter of that same former people’s deputy from Kharkov, lawyer, lawyer, prosecutor's officer, and more recently - the prosecutor of the Kyiv region).

By the way, Gepa’s married life with the daughter of a powerful patron after Gaisinsky fell into disgrace also did not work out, and it all ended, according to police reports, in a banal domestic fight. In January 2003, a resident of Kharkov, Oksana Yurievna Gaisinskaya, applied to the forensic medical examination. The woman was severely beaten. As is clear from the forensic medical examination report, “the examinee stated that on January 22, 2003, at about 19.00, in the premises of the National Hotel, Mr. Kernos (there is a typo in the text, the correct reading is “Kernes”) beat her with some object on the head, kicking her in the head face, along the body, strangled by the neck with his hand...” The consequences of the beating for the victim were very severe. But the woman did not want to become a victim. But the Kharkov police, accustomed to Gepa’s eccentricities, did not insist. Just think, a domestic quarrel! After all, he didn’t kill him! Moreover, Gepa has gotten away with similar excesses more than once. A certain T. Krutyakova was detained for theft of collective property. The victims and the investigator went to her home for a search. Soon Gepa also appeared there. He began to threaten the investigator, demanding to release Krutyakova, and then snatched the search report and tore it up. The next time Kernes appeared at the Dzerzhinsky district police department, where the investigator invited Krutyakova and the victims for questioning. Gepa tried to lead his protégé away, waving his deputy mandate. When the police did not allow him to do this, he habitually began to threaten them. And when he met one of the victims on the street, he beat him up. But the matter never ended. “Kernes was involved in the privatization of enterprises in the energy complex, bought up the debts of the trade enterprises of the Kharkovkhleb private enterprise, in order to subsequently receive the real estate of the entire enterprise in order to pay off these debts. He made the same attempt in relation to AP “Center” (the former food trade of the Dzerzhinsky district) and demanded that its director B. A. Morozov transfer a food base with refrigerated warehouses to pay off debts.

Kernes has his own interests in the gambling business together with such representatives of criminals as the aforementioned Zhuravlev (Fixa), Bodaprosty V.P. (Spaniard), Diment Yu.B. (Diment), Gurtovoy A.V. and others.” All large fortunes in Ukraine were made from gas trading. And Kernes became deputy director of the Kharkov branch of the Trading House Gas of Ukraine. According to the audit report for 1999, strange things began to happen there. Although the branch had its own legal department, the company “Inyurpolis” was entrusted with conducting business, for which they paid 30,000 hryvnia plus an advance of 150 thousand for resolving issues regarding settlements with “Kharkovgorgaz”. Unheard of generosity of fees for Kharkov legal in the late 90s! It is worth noting that “Inyurpolis” belonged to Kharkov resident Stepan Gavrish. Another branch of Gas of Ukraine tried to buy computers from Ukrnedraresurs LLC, which was headed by the husband of the notorious Valentina Goshovskaya. Evil tongues claim that the appearance of a jeep by the son of the Goshovsky couple surprisingly coincided with the non-refund of 709 thousand hryvnia of the advance payment from Gas of Ukraine for these same computers.

And Gennady Adolfovich himself spent government money as if it were his own, he said 2942 hryvnia on his official cell phone in August 1999 alone, plus he actively used the halls of official delegations on business trips, which is not provided for in instructions and regulations. The first trip to power Do you remember how in the mid-90s the criminals suddenly realized the importance and benefits of a deputy mandate? And our hero decided to run for the Kharkov City Council in Bolshaya Danilovka. Gepa’s competitor Evgeniy Nazarov was methodically “unlucky”: his trusted representatives were regularly beaten by unknown persons. Until Evgeniy Aleksandrovich talked to Gepa and warned him “humanly” about certain possible consequences. After which Gepa moderated his ardor, concentrating on pleasing voters with all kinds of charity.

In 1998, he finally became a deputy. And from the very first day he waged an irreconcilable struggle with the mayor Mikhail Pilipchuk and his deputy Evgeny Nazarov, who, as you remember, was his competitor in the district. But such a fight requires money and opportunities. Here Gepa quickly got his bearings again: he bought himself the local television company “Tonis”, and at the same time the newspaper “Evening Kharkov”, with the help of which he began a large-scale campaign to discredit the city leadership and resolve his issues. However, at the sessions Gennady Adolfovich also did not mince words. “In 2001, with the active opposition of Kernes and “his” deputies, the project for the construction of a solid waste landfill, financed by the European Bank for Reconstruction and Development, was rejected. As a result, Kharkov lost $20 million in preferential lending. According to information sources, instead of a ready-made project, Kernes is lobbying for his own, unfinished project, which is much more expensive, and is expected to be financed from the city budget.”

Since then, the city has nowhere to put waste, and it has literally turned into a garbage dump. Kernes's entrepreneurial spirit went so far that he began to make money from journalists, suing them for moral damage caused to him - of course, not to Gepa, but to Gennady Adolfovich. At the end of 1999, the Simon television company aired a program in which journalist Zurab Alasania had the misfortune to mention Gepa’s criminal past and connect this past with his present. A lawsuit immediately followed for a million hryvnia. Why waste time on trifles! The court satisfied the claim almost in full - it ordered the television company to pay 800 thousand in favor of the plaintiff. He allegedly lost sleep and appetite, became nervous, which had never happened to him before, and all this taken together negatively affects his personal life and business. Gepa still maintains a forceful style of behavior with media representatives.

Journalists who had the misfortune of working for Gepa recall this period of their professional activity with a shudder. And after ascending to the post of secretary of the city council in 2006, Gepa called all the editors of local media and staff correspondents of central publications to a press conference and gave a demonstrative beating to the editor-in-chief of the municipal newspaper “Sloboda” Evgeniy Maslov, as if showing others what style of communication with journalists he would have stick to. And the journalists, with few exceptions, endured all this... The second campaign to power. Is it the last one? With the growth of his business empire, Gepa was clearly no longer satisfied with only the deputy status, and he set himself the goal of becoming at least the second person in the city, i.e., secretary of the city council. After the 2002 elections, he almost succeeded.

Having provided significant financial and organizational support to the future mayor Vladimir Shumilkin during the election campaign, Gepa expected to receive the coveted position as a prize. And then he became a secretary. But not for long. After about a month of his vigorous activity in a new incarnation, the city’s elected representatives, having seen enough of the artistry of their patron, deprived him of this status. Gepa was terribly offended, for a long time unsuccessfully sued the city authorities, trying to be reinstated in his position. At the same time, they say, Gepa swore that he would become a secretary, and began systematically preparing to become a “city father” again. In 2004, when deciding who to support in the presidential race, Gennady Kernes made a choice in favor of Yanukovych, as stated in an interview with Galina Kapluk (August 10, “Glavred”). However, during this preparation, he had a short “orange” period when, during Orange Revolution Gepa, who reacts sharply to the current political situation, unexpectedly supported the Maidan. In those days the mummer orange colors the tireless Gepa could be seen at many revolutionary parties. A little later, he tried to remove the current secretary of the City Council, Mark Voronov, from his post. But Arsen Avakov, who soon became governor, well aware of who Gepa was, made it clear that he would not tolerate such a person in power. And Gepa finally placed his bets on the regionals, taking an active part in the election campaign of his longtime friend, the current mayor of Kharkov, Mikhail Dobkin.

Ultimately, Gepa achieved his goal. At the very first session of the City Council, already a regional spill, he was approved as secretary by an overwhelming majority of votes. Since then, on Kharkov Internet sites, people have been invited to practice prophecy and take part in voting. Statement one: Gennady Adolfovich will last six months. Explanation - Dobkin himself says to the secretary of the council: “Listen, Gen, people don’t understand who the mayor is in the city!..” Second statement: Kernes will stay in power for a year! Here we can assume the following, already from the lips of the secretary: “Listen, Misha, I just want to say one such thing. I have already privatized the advertising and small-scale business in the city, I have returned the parking lots to myself, if you fulfill your election promises, I will go to the opposition.”

To be fair, it must be said that there is a third statement: “Kernes is forever alive!” The explanation is simple - “There are few truly violent ones, so there are no leaders!” Which means almost the following: we wish we had more of these kernes. Our company has already matured to obtain the status of a limited liability company. We can limit and then not respond. It is always a disaster for any orchestra when the second violin takes the lead and democracy turns into a dictatorship of the democrats. Then each city will need its own Don Gepa. To be afraid of mistakes, when the majority does not think, but just cleans up what they have gotten themselves into, as it seems to them, by accident.
